Taking a taxi is cheap in Cartagena, but not always: As there are no taximeters in Cartagena drivers charge based on an official table. Unfortunately drivers like to overcharge visitors though the fares are clearly defined in an offcial pricelist. Drivers are obliged to carry this "lista de precios", but they usually don't. There are some little tricks to avoid problems: The most important part is to understand pricing scheme while moving by taxi in Cartagena.
The official minimum charge -as of 2008- is $4200 Pesos. This fare covers most destinations a tourist will visit in Cartagena. No matter if you are going from the centre to Castillogrande, Bocagrande, Castillo San Felipe, Crespo or viceversa. If you go from Bocagrande to a neighbourhood beyond the centre like Crespo, Manga or Torices the price is $6700 Pesos. From the centre to Boquilla the price is $8800 Pesos. On any destination there is a surcharge of $500 Pesos if the car is equipped with a (working) aircondition. From 8 pm until 5 am there is another surcharge of $500 Pesos. It is not common to pay tips to the cabdriver, but appreciated.
Be aware that from airport and cruiseship terminal you will be charged higher fees: From the ship terminal you will have to pay $13700 Pesos towards the centre, while services from the airport will depend on the hotel or destination of your choice. At the airport you will find a desk of the cabdrivers union where you can ask for prices. The attendant will print a "ticket" with the official price. This ticket you hand to the driver and py the printed price on arrival.
In a few words: Most destinations in Cartagena visited by tourist are reached for less than $5000 Pesos, including surcharge. Negotiate the price before entering the taxi, avoid paying in dollars and always carry change. The offcial pricelist you download over here.
